The Prime Minister (commonly abbreviated as PM) is the head of state and head of government of the Republic of Stratham. The Prime Minister directs the Executive Branch of Stratham and their powers stem from the Constitution of the Republic of Stratham. Article One of the Constitution vests all Executive Power in the Prime Minister.

History

Appointment Process

For the longest time in BusinessCraft's history, the Prime Minister was Koalition, the Owner of BusinessCraft. After Koalition decided to step down and make the role attainable to other players, on February 20th 2020 the role of President of Stratham was established for and filled by Koalition with the ability to appoint the Prime Minister with the consent of Parliament.

On August 29th 2021, in an effort to introduce full democracy to the server, the role of President was abolished and the role of Prime Minister was to be elected. SlimeEmperor and Kailabeann were the first to be elected as Prime Minister and Deputy Prime Minister.

Council of Ministers

The position has been removed once before by Koalition through his powers as Owner, and replaced with a Council of Ministers, which functioned as the Executive and Legislative. The reason for this change was due to a turbulent time in the politics of Stratham and the inability to adequately fill the role of Prime Minister, as well as the constant fight between the Executive and Legislative branch which made the role of Prime Minister even harder to fill. The pivotal moment that led to the change was when Prime Minister, I_Want_Cookiez resigned, shortly after the new Prime Minister, Cherub54321 resigned from the position as well. Making it one of the only times in history where two Prime Minister's resigned in a single day.

Constitutional Authority

Powers

The Prime Minister has the power to make appointments of High Ranking Officers in the Executive Branch, Minister's, Judicial Officers, and Ambassadors with the consent of the Parliament.

Upon assuming the role of Prime Minister, multiple have historically made on average 7 nominations to Parliament.

The Prime Minister chairs all meetings of The Cabinet of Stratham but is not a member of cabinet. The Deputy Prime Minister, Minister's, and Attorney General by virtue of their position are Members of Cabinet.

The Prime Minister can issue executive orders that by law carry the weight of authority of the executive branch. Legislation can be proposed to the Parliament by the Prime Minister but they can not cast any vote on it.

Treaties between Foreign Nations can be made by the Prime Minister after ratification from the Parliament.

The Prime Minister exercises direct authority and control over Ministers and the Departments.

The constitutional authority of all Government Department's stem from the Prime Minister.

Removal

The Prime Minister can be removed from their position through impeachment. When the cabinet and the Deputy Prime Minister decide through majority vote that the Prime Minister is incapable of executing their duties, the Deputy Prime Minister assumes the role of Acting Prime Minister until the Prime Minister transmits to the Speaker of Parliament stating otherwise.
